The council rejected the committee's recommendation since Animal Control Officer Rachel Solviera was not consulted, Connecticut Post said.
Solviera said that the proposed location was too close to the Animal Respite and Control Facility and would create difficulty in training dogs there, reported Connecticut Post.
Several members of the council were leaning towards Longbrook Park due to its central location, Connecticut Post said.
